How the government shutdown can effect your tax refund

Let’s talk about how the government shutdown will affect your refunds.

When the Government shutdown took effect the Internal Revenue Service is an agency that has limited funding. The U.S. tax collector has been operating with about 1 in 8 employees under the shutdown plan it uses outside the tax-filing season. ( Wsj.com Rubin,Richard)

This means the IRS is still open but running at very low capacity. Even during a shutdown, the IRS still processes some tax returns that include payments, keeps computer systems running and continues criminal investigations. But the IRS generally doesn’t conduct audits, respond to taxpayer questions outside the filing season or pay out refunds. (IRS.gov/newsrooom)

We are currently going into the 13th day of the shutdown there is still time for an agreement to be made. If the federal government shutdown doesn’t last too much longer (an agreement must be met no later than mid-January), there shouldn’t be a noticeable effect on getting your tax refund or any other processing. That’s because the IRS wasn’t planning on tax season fully starting until later in January, anyway. (The initial start day was supposed to be Jan 29th 2019, but was removed after the shutdown began.)Once the IRS begins accepting tax returns, you’ll still be able to mail them in or submit them online even if the government is still shut down.. The IRS hasn’t announced a start date for the 2019 filing season. Financial Elevation will push back our active 2018 tax season start date to Feb 1.2019 until further notice pending the shutdown.

What does this all mean- You must be patient. The IRS is running at less that 20 percent staff, normally the IRS is gearing up for the upcoming season, keep in mind that the following are not available until after the shutdown has ended.

  • No Live telephone support (Some call centers are closed / short staffed)
  • No refunds will be issues
  • No audits or examinations ( There may be exceptions, but very few)
  • No processing of transcripts (exceptions: those affected by CURRENT natural disasters)
  • No amended returns will be processed

Now, here is a list of services that will continue in the event that the shutdown is not resolved soon. These services are listed under the contingency plan, keep in mind that last govenment shutdown. EVERYTHING was closed.

  • E-filing
  • Mailing of tax returns
  • Processing of returns that include payments
  • Appeals
  • Civil and criminal tax cases and research
  • Active Criminal investigations
